The rapid advancements in artificial intelligence are bringing humanity closer to the frontier of what some describe as superintelligence or Artificial General Intelligence (AGI). Visionaries like Elon Musk have spoken of AI’s potential to discover new physics and generate groundbreaking inventions. As AI capabilities expand, the implications for users, markets, and governments are profound. While current AI models are often released to the public with safety mechanisms – primarily to prevent issues like copyright infringement or political disruption – the impending arrival of AGI is shifting strategic considerations for developers.

Once AI transcends its role as merely a tool for automation and augmentation, becoming capable of replacing not just individual tasks but entire teams, departments, or even companies, and autonomously improving itself, its release strategy becomes critical. In such a scenario, making these highly advanced models broadly accessible on the open market could be economically counterproductive. Providing competitors with access to the most sophisticated AI systems would risk undermining the very companies that invested heavily in their development.

This evolving landscape introduces what some are calling “The Era of the Golden Goose.” This analogy suggests that an asset capable of generating immense, continuous value, akin to a goose laying golden eggs, would be retained and leveraged rather than sold. Leading AI companies are increasingly embracing this perspective. It is anticipated that the most powerful AI models will remain proprietary, deployed internally to accelerate innovation, optimize operations, and even incubate entirely new ventures. Only “assistant-class” or lower-tier AI models, while still enhancing productivity, are expected to be released publicly, as they would not rival the capabilities of true AGI.

This strategic shift is already evident in other industries. For instance, Tesla’s business model for self-driving vehicles illustrates the principle: while selling a car yields a fixed profit, operating that vehicle as part of a robotaxi fleet could generate returns that far exceed the initial sale price within a few years. The economic advantage of operating a high-value asset versus merely selling it is undeniable, and the same logic is now being applied to advanced AI.

Amidst this economic transformation, governmental bodies are introducing regulatory frameworks. The European Union’s recent AI Act, for example, mandates that providers of general-purpose AI models submit public summaries of their training data using a standardized template. While framed as a measure for transparency and accountability, critics argue this initiative could represent bureaucratic overreach.

The detailed template, reportedly spanning thirteen pages, demands extensive disclosures about training datasets, including justifications for any protected or confidential content. Opponents of the regulation raise several concerns. Firstly, the administrative burden on AI developers is substantial, with questions raised about the feasibility of regulators effectively reviewing and verifying thousands of such complex submissions. Critics suggest these requirements might lead to significant compliance costs for companies while the disclosed information might simply accumulate unexamined.

Secondly, a major concern is the forced exposure of proprietary data. Companies invest significant resources in compiling and curating training datasets, which often embody strategic insights and competitive advantages. Mandating their disclosure to regulators, and by extension potentially to competitors, is seen by some as self-defeating in an environment where AGI is becoming a key differentiator.

Thirdly, the ability of regulatory bodies to accurately assess the truthfulness or completeness of these technical submissions is questioned. Verifying data provenance and content requires deep technical expertise, substantial resources, and consistent enforcement, which critics argue may be lacking, potentially reducing the process to a mere “checkbox exercise” that undermines its intended credibility.

These regulatory efforts, critics contend, overlook the emerging economic reality. The most powerful AI models are unlikely to be made public due to strong economic incentives for privacy. While regulations aim for control through transparency and explainability, the market forces driving access to top-tier AI as a strategic asset are proving more influential.

Consequently, a two-tier AI landscape is widely predicted to become the norm. The first tier, comprising internal and privately operated super-intelligent systems, will be the primary engine for unprecedented value creation. The second tier, consisting of publicly available but less powerful AI tools, will assist users and smaller entities in adapting to the new technological paradigm. This bifurcation is not merely a possibility; for many, it appears to be an inevitable outcome, rooted in the fundamental economic principle that a valuable asset, like a goose laying golden eggs, is to be operated, not sold.
